George Bush has in recent weeks introduced a new plan that allows unlimited immigrates to work under a three year visa to do the work that domestic companies have a problem filling.
This plan also will allow foreigners that wish to come to the US entry as long as they have a job lined up through this program.
The three-year employment visa could be renewed at least once- the number of times is not yet specified, but the program would have an end and expect people ” to return permanently to their home countries after their period of work in the US has expired.”
This proposal could not have come out at a better time, with the presidential elections happening this year. Bush’s announcement of this new plan was aimed solely at business and Hispanic voters he hopes to win over this election year.
The current immigration problem does call for new measures. The immigration levels have been increasing as evidenced by the presence in the US of 8 million to 12 million unauthorized residents.
What exactly does will this program mean for domestic employment? For businesses that are labor intensive this means that these companies can hire foreign workers to do the work for less than simply employing US workers. The proposed requirement that willing workers will have to return to their country after a limited period lacks economic and social intelligence. The most threadbare cliché of immigration debates is that “there is nothing more permanent than a temporary worker”.
The implementation of this plan in my opinion will have devastating results.
What this does is decrease the number of jobs that would normally be employed by US labor forces. This plan rips the very foundation from the employment sector of US economy.
Logically thinking a company that would normally supply thousands of jobs to a community could now not only employ foreigners to do the work of that company for less money but it also allows them to replace present domestic workers for more foreigners to increase productivity. What this does take jobs away from the community that houses the company.
This cycle will perpetuate increases in foreign labor instead of using US labor. The goal for most of these foreign labor employing businesses is to maximize profits, the underlying question of Bush’s Immigration plan is, will big business exercise enough social responsibility to not abuse this program and allow foreign labor to drop the bottom out of US wages and employment opportunities?
A guest-worker program should be a part of a comprehensive immigration reform, however in isolation it will not work.
This is one issue that will effect millions of voters. Unemployment is one think that US citizens were not satisfied with in recent polls. Think about how this will effect you this election year.
This is not to tell you what to think, but rather what to think about.
